Community Standards, along with the Office of Equity and Civil Rights Compliance, investigates and resolves allegations of sexual misconduct, stalking, and relationship violence. They also serve as a resource to the campus community in explaining the investigation and resolution process. The staff strives to provide a thorough, timely, and equitable process for all parties involved.

The µÛÍõ»áËù Survivor Advocacy Program (OUSAP) serves victims and survivors of sexual assault, dating, and domestic violence, and stalking through confidential virtual advocacy services, education, and resources. OUSAP offers the following virtual or over-the-phone confidential services:
- A 24-hour crisis line 7 days a week
- Support in navigating medical, judicial, and legal processes
- Support resolving unsafe housing situations
- Support for friends and family of sexual assault survivors
- Support identifying local resources when possible

ECRC is the office of the Title IX Coordinator. The Title IX Coordinator is responsible for monitoring and overseeing the University’s compliance with all Title IX obligations. ECRC also coordinates alternate arrangements for academic, living, employment, or other circumstances during and/or after investigations.

We have partnered with Hope Behavioral Health to provide behavioral and mental health support to students at no cost (for up to 10 sessions per academic year). Students can confidentially meet with a Hope Behavioral Health clinician either privately on the HCOM Cleveland campus or virtually.

The Journey Center for Safety and Healing operates a 24-Hour Emergency Shelter. Their services include basic needs, confidentiality, trauma therapy, support groups, and justice system advocacy.

Hillcrest has an established Forensic Nursing Services Department that provides 24/7 specialty care response for pediatric and adult sexual assault/abuse, domestic violence and other forms of maltreatment. The forensic nurses, or Sexual Assault Nurse Examiners (SANE), are experts in obtaining and documenting history, medical-legal examinations, crisis intervention and precise evidence collection.

µÛÍõ»áËù is committed to providing a workplace, educational environment, and programs and activities free from sexual harassment and other sexual misconduct. To affirm its commitment to fairness and equity and ensure compliance with federal and state laws and regulations, µÛÍõ»áËù has developed this policy (/policy/03-004#procedure) and related processes to inform members of the university community about prohibited behavior; provide supportive measures designed to remediate the effects of sexual harassment and other sexual misconduct; and provide a prompt, fair, and impartial process to address alleged violations of this policy.
Reporting Violations of this Policy:
Reports of sexual harassment, other sexual misconduct, or retaliation may be made using any of the options below. The complainant may submit a report, or a third party may file a report on behalf of a person they believe has been adversely affected by conduct prohibited by this policy.
- Report online using the Sexual Harassment and Other Sexual Misconduct Reporting Form by clicking on Submit a Report at /equity-civil-rights. Reports submitted online are routed immediately to the Title IX Coordinator.
- File a report with the Title IX Coordinator by mail, phone, or email. A report may be submitted at any time (including during non-business hours) using the contact information below.

If a complainant is identified in the report, the Title IX Coordinator will attempt to contact the complainant to offer supportive measures and to ensure the complainant knows all of the options available to them, including making a police report and submitting a formal complaint, if applicable and desired.
Reporting carries no obligation for complainants to submit a formal complaint, and µÛÍõ»áËù respects complainants’ wishes regarding formal action unless there is a compelling threat to health or safety. While µÛÍõ»áËù law requires any person who has knowledge of a felony to make a report to law enforcement, the complainant is not required to speak with law enforcement officers, even if the Title IX Coordinator must make such a report.
Anonymous Reports:
Anonymous reports may be submitted, and if the report contains information about conduct that would constitute a violation of this policy, ECRC staff will attempt to address the reported concerns; however, their ability to investigate or resolve anonymous complaints will likely be limited. Further, ECRC tries to provide supportive measures to all complainants, which is impossible with an anonymous report.
Formal Complaint:
A formal complaint may be filed with the Title IX Coordinator in person, by mail, or by electronic mail using the contact information above. It must contain the complainant’s physical or digital signature or otherwise indicate that the complainant is the person filing the complaint and requesting that the allegations be investigated through the Sexual Harassment and Other Sexual Misconduct Grievance Process.
Investigation of Formal Complaints:
All reports are responded to promptly when received by the Title IX Coordinator. Every effort is made to complete the grievance process within 90 business days, not including appeal. When a respondent is found to in violation of this policy, appropriate disciplinary sanctions will be imposed. For a student respondent, these may include reprimand, disciplinary probation, suspension, and expulsion from the university. For an employee respondent, sanctions may include censure, reprimand, suspension without pay, demotion and/or loss of tenure, and dismissal/termination. Sanctions take into account prior disciplinary history, if any.
