Treasury Operations

Responsibilities

The Treasury Operations Office actively stewards the financial resources of the University.  Key areas of responsibility include oversight of the debt portfolio, working capital, and the internal bank and century bond bank programs.

Debt Management

  • Provides debt capacity and affordability analyses
  • Ensures tax-exempt bond compliance
  • Coordinates new debt issuances
  • Maintains debt service schedules

Century Bond Program Management

  • Administers the century bond program to ensure compliance with the Guiding Principles
  • Maintains the deferred maintenance and energy infrastructure loans
  • Generates century bond financial models and conducts sensitivity analyses
  • Manages century bond accounting and reconciliations

Working Capital/Internal Bank Management

  • Manages the internal bank loan program
  • Maintains internal loan schedule and records quarterly entries 
  • Generates cash flow forecasts and internal bank financial models 
  • Manages the short-term investments/working capital 
  • Oversees the PNC banking relationship
