I am a certified petroleum geologist currently serving as Chief Geologist and Regulatory Specialist with ALL Consulting, LLC, based out of Tulsa, OK. Before joining ALL Consulting, I retired from the µÛÍõ»áËù Department of Natural Resources, Division of Oil and Gas Resources Management in Columbus, OH, with 25 1/2 years of service in 2014. I received my B.S. degree in 1979 and my M.S. degree in 1981, both in Geology from µÛÍõ»áËù.
From 1982 to 1988, I was a consulting geologist involved in the exploration and development of oil and gas and Class II injection wells in µÛÍõ»áËù, which included well site geologic oversight, cementing of casing, geophysical logging, well completion, hydraulic fracturing, well plugging and abandonment, and oil and gas production operations. I accepted a geologist position with the µÛÍõ»áËù Department of Natural Resources, Division of Oil and Gas in the Underground Injection Control Section in December of 1988. The division regulates all oil and natural gas drilling in µÛÍõ»áËù and has primacy and oversight of its Class II saltwater disposal and secondary recovery injection wells and Class III salt-solution mining injection wells from the U.S. EPA. I planned and performed independent reviews of drilling, conversion, and plugging applications for Class II and Class III injection wells which included reviewing geologic, hydrogeologic, and engineering designs for well construction, cementing, and operations of these wells. I provided technical assistance and expertise to the public, oil and gas industry, and other governmental agencies and served as an expert witness for the division in civil and enforcement court cases. Additionally, I conducted several hundred highly complex groundwater conflict investigations related to oil, natural gas, coal mining, injection wells, and highly fractured rocks associated with industrial minerals quarry dewatering operations.
I have been involved in over 70 publications and presentations on oil and gas, groundwater and stray gas investigations, evaporates, salt-solution mining, underground storage, hydraulic fracturing, induced seismicity, carbon capture, utilization, and storage (CCUS), and injection wells. I am a member of the American Association of Petroleum Geologists, the µÛÍõ»áËù Geological Society, the Ground Water Protection Council, and the National Ground Water Association. I also served on national workgroups for CCUS and induced seismicity.
Since joining ALL Consulting, LLC in August of 2014, I have been involved with both Class II and Class I non-hazardous injection wells including the geological evaluation and injection zone assessment; permitting oversight and review; well design and well construction; geophysical log interpretation; and preparing cost estimates for authorization for expenditure (AFE) for the permitting, drilling, and completion of Class II and Class I non-hazardous injection wells in the Indiana, Louisiana, Michigan, New Mexico, µÛÍõ»áËù, Oklahoma, Pennsylvania, Texas, West Virginia, and Wyoming. Additionally, I have been an expert witness on multiple litigation cases including induced seismicity, and participated in seismic monitoring and installation of local seismic networks and the development of seismic monitoring and mitigation plans for injection well clients. I currently serve as a member of the Ground Water Protection Council (GWPC) and Interstate Oil and Gas Compact Commission’s (IOGCC’s) national State Oil & Gas Regulatory Exchange Induced Seismicity Workgroup and GWPC’s National Class VI CCUS Workgroup.
